Regarding RE3, it's more that it's scripted. Nemesis can only really appear in a few rooms in the game, but they aren't denoted with a giant neon sign saying "Nemesis Room". As a result, especially on your first run, you're pretty nervous on when he can appear.
What's added to this, is that there are a few scripted apperances where you can fight him. If you do so, you get a unique item/item-upgrade and he'll not roam those rooms anymore. So there's always a choice at hand: do you fight, or flight?

It's a fun joke mode, but the downside is that it's not really designed for it, so it's more an extra. You also barely notice him since he usually spawns far away and you're too fast for him.

Spam beats QTE usually yeah. This is added by the fact that the QTE is quite 'rare' and sometimes once-per-fight only. You can't actively use the parry so to speak.
