Hate to link Polygon, but their article was the most thorough for once. Basically, Capcom didn't read the fine print of a texture-reference book/cd bundle in 2002 and has been using those textures without a commercial-license for the better part of 15 years. Right now they are only discovered in DMC and RE4 (probably due to them originally being the same game). During the Capcom-databreach some textures were found that even had the same file-name as the ones from the book/cd. Pretty damning.
Now, this does happen a lot. Still, it's another bad feather in Capcom's cap..
